What is KITAS? 

Kitas (Limited Stay Permit Card) is a permit document that can be used by foreign nationals to live temporarily in Indonesian territory. This permit is given to foreigners who have a limited stay visa.

The Types of Duration of a Limited Stay Permit/KITAS?

a. As maximum as 2 (two) years.
b. As maximum as 1 (one) year.
c. As maximum as 6 (six) months.
d. As maximum as 90 (ninety) days.
e. As maximum as 30 (thirty) days.

Types of KITAS?

a. Foreigner who is legitimately married to Indonesian citizen.
b. Child of foreigner who is legitimately married to Indonesian citizen.
c. Repatriation.
d. Ex Indonesian Citizen.
e. International Elderly Tourists.
f. Expert, investor, clergy and student.
g. Foreign Country Representative.

Who Can Get a KITAS?

a. Foreigners who enter Indonesian Territory with a limited stay visa or foreigners who are given a status transfer from a visiting Stay Permit, which includes:

1. Foreigners in the framework of investment;
2. Work as an expert;
3. Performing duties as clergy;
4. Attending education and training;
5. Conduct scientific research;
6. Unification a husband or wife who holds a limited stay permit;
7. Unification father and / or mother for children of foreign nationality who have a family law relationship with the father and / or mother of Indonesian citizens;
8. Unification the father and / or mother holding a Limited Stay Permit for children under 18 (eighteen) years of age and not yet married;
9. Foreigners who are ex Indonesian citizens; and
10. International elderly tourists.

b. Children who at the time of birth in the Indonesian Territory the father and / or mother hold a limited stay permit;
c. Foreign captains, crew, or foreign experts on board ships, floating devices, or installations operating in the territorial waters and jurisdiction of Indonesia in accordance with the provisions of the legislation;
d. Foreigners who are legally married to Indonesian citizens; or
e. Children of foreigners who are legally married to Indonesian citizens;
f. Limited Stay Permits can also be given to Foreigners to do short work;

What is the Procedure of Submission of Limited Stay Permit/KITAS Application? 

Since 2 May 2016, the Directorate General of Immigration has made innovations related to the issuance of Limited Stay Permits online as stated in the Letter of the Director General of Immigration Number IMI-GR.01.10-3145 concerning the Provision of Electronic ITAS for All Types of Limited Stay Permit Services.

a. Electronic Limited Stay Permit shall be applied particularly by foreigner who is the bearer of Limited Stay Visa,
b. Applicant apply for online Limited Stay Permit report through this url address https://izintinggal-online.imigrasi.go.id/  on page “IT online”,
c. Input data and follow each step.

Notes:
1. For non-expert Kitas, Kitas are carried out through the above system. Where foreigners have to visit the Immigration Office. And do all the necessary steps to get Kitas. If you are unsuccessful in filling in online, you can come directly to the immigration office and fill out the form manually.
2. For Kitas experts, it is carried out at the immigration check which is determined when the expert enters Indonesia (at the airport or port) based on the
Permen KumHAM Nomor 16 Tahun 2018 And for each extension it is carried out at the local immigration office.

What are the Requirements for Limited Stay Permit Renewal? 

There are 2 (two) types of requirements shall be completed in relevant to Limited Stay Permit renewal, general and particular requirements in accordance with activity performed by the bearer. The explanation of general and particular requirement is as following:

a. General Requirements

1. Legal and valid national passport with Entry Stamp.
2. Application Letter and Letter of Guarantee from guarantor.
3. Power of attorney with stamp in relevant to submission through authorized representative.

b. Particular Requirements (in accordance with foreigner’s activity)

1. Investor

Company deed of establishment that contains information regarding the foreigner’s capital or stock ownership invested in Indonesia.
Letter of Approval in capital investment from government agency in capital investment.
Permanent business license.
Letter of business permit.
Company registration.
Company tax registration number.

2. Expert

Valid letter of recommendation regarding the plan to employ foreign worker and Notification from Ministry of Worker.
Permanent business license.
Letter of business permit.
Company registration.
Company tax registration number.
Company deed of establishment.

3. Valid letter of recommendation regarding the plan to employ foreign worker and Notification from Ministry of Worker

Letter of recommendation from relevant ministry or agency.
Permanent business license.
Letter of business permit.
Company registration.
Company tax registration number.
Company deed of establishment.

4. Clergy

Letter of recommendation from ministry of religious affairs.
Valid letter of recommendation regarding the plan to employ foreign worker and TA.01 from,
Deed of establishment of religious institution or foundation.

5. Study or Attend Training

Letter of recommendation from ministry of education or religious affairs or other relevant government agency based on the activity.
Letter of recommendation from State Secretariat for foreigner who receives scholarship from government of Republic of Indonesia.

6. Conduct Scientific Research

Application is submitted by Guarantor by attaching Letter of Recommendation from relevant ministry or government agency focused in research sector or other relevant government agency in accordance with his activity.

7. Mixed Marriage of Foreigner and Indonesian Citizen

Marriage certificate translated into Indonesian by sworn translator except for certificate in English.
Evidence of marriage report issued by civil registry office in case of marriage held overseas.
Letter of recommendation regarding the plan to employ foreign worker from ministry of Worker in case of applicant being foreign worker.

8. Unification with Husband or Wife Who is Being Bearer of Limited Stay Permit

Marriage certificate translated into Indonesian by sworn translator except for certificate in English.
Limited Stay Permit card or Permanent Stay Permit card of husband or wife.

9. Child of Foreigner Unifying with Parents of Which the Child has Legal Family Relation with Parent Who is an Indonesian Citizen

Application is submitted by father and/or mother who is Indonesian citizen.

Birth certificate of the applicant translated into Indonesian by sworn translator except for certificate in English.
Marriage certificate of the parents translated into Indonesian by sworn translator except for the certificate in English.
Evidence of marriage report issue by civil registry office in caseof marriage held overseas.

10. Child Who is No Older than 18 (Eighteen) Years Old, Single and Unifies with Parent Who is the Bearer of Limited Stay Permit 

Birth certificate of the applicant translated into Indonesian by sworn translator except for certificate in English.
Marriage certificate of the parents translated into Indonesian by sworn translator except for the certificate in English.
Limited Stay Permit card or Permanent Stay Permit card of the father and/or mother.

11. Ex Indonesian Citizenship relevant to re-obtain Indonesian Citizen

Affidavits from Head of Representative of Republic of Indonesia concerning the forfeiting of Indonesian nationality.
Evidence in legal official documents issued by Republic of Indonesia’s agency or institution containing information concerning the applicant as ex Indonesian national. The documents include Indonesia ID card, Birth Certificate or Diploma Certification.

12. Ex Indonesian national not relevant to re-obtain Indonesian national 

Application shall be submitted by guarantor by attaching legal official documents issued by government agency of Republic of Indonesia or acclaimed institution proving that the applicant is ex Indonesian national. The documents include Indonesia ID card, Birth Certificate or Diploma Certification.

13. Ex Dual Nationality Child 

Application shall be submitted by father and/or mother who is Indonesian national or by guarantor.

Birth certificate of the applicant translated into Indonesian by sworn translator except for certificate in English.
Marriage certificate of the parents translated into Indonesian by sworn translator except for the certificate in English.
Evidence of immigration facility such as immigration facility card of proof of immigration documents return.

14. Elderly Tourist 

Letter of business permit of travel agent that is appointed by ministry of tourism.
Evidence of fund availability to afford his living cost during stay in Indonesia from agency in federal pension/retirement fund or bank in his country of origin or in Indonesia.
Evidence of health insurance policy, death insurance.
Evidence of having been stayed in accomodation facility during stay in Indonesia by rent, rent-buy or purchase.
Evidence of having been employed informal Indonesian national Worker as housekeeper, driver, security guard or gardener.

15. Child of Foreigner Who is Legitimately Married to Indonesian Citizen of Which the Child is No Older than 18 (Eighteen) Years Old, Single and Unifies with Father or Mother Who is an Indonesian Citizen

Birth certificate of the applicant translated into Indonesian by sworn translator except for certificate in English.
Marriage certificate of the parents translated into Indonesian by sworn translator except for the certificate in English.
Evidence of marriage report issued by civil registry office in case of marriage held overseas.

16. Foreigner Who Works in Government Agency, International Institution or Representative of Foreign Country 

Letter of recommendation from Ministry of State Secretariat.
Letter of recommendation from relevant ministry of government agency.

17. Foreigner Who Works as Expert in Relevant to Technical Cooperation Between Government of Republic of Indonesia and Foreign Government 

Letter of recommendation from Ministry of State Secretariat.
Letter of recommendation from relevant ministry of government agency.

18. Newborn Child in Territory of Indonesia Who Follows the Status of his Parent’s Stay Permit Who is the Bearer of Limited Stay Permit

Requirement in Entry Stamp is excluded and considered as general requirement.

Affidavits of child birth from hospital or birth certificate from authorized official.
National Passport of father and/or mother.
Limited Stay Permit card of father and/or mother.
Marriage Certificate for married parents.
Affidavits of birth report issued by Immigration Office.

How Long is the Process for Limited Stay Permit Renewal? 

Length of process for Limited Stay Permit renewal is in accordance with the renewal index as following:

a. Application for Limited Stay Permit renewal shall be submitted as early as 3 (three) months or 14 (fourteen) days and no later than 1 (one) working day before the permit expires.
b. Limited Stay Permit renewal without approval from Head of District Office of General Directore is processed within no later than 7 (seven) working days with following details: 

Applicant is called in for interview no later than 3 (three) working days from submission date.
Limited Stay Permit process is completed within no later than 3 (three) working days from interview date and the applicant must have paid the immigration charge in accordance with statutory regulations.
In case of Limited Stay Permit requiring immigration supervision, the length of process as mentioned in point (ii) is extended to 4 (four) working days.

c. Limited Stay Permit with approval from Head of District Office/Regional Office MOLHR is processed within no later than 10 (ten) working days with following details: 

Letter of approval request conveyed to Head of District Office within 3 (three) working days from submission date and be manually delivered and/or through Immigration Management Information System.
Letter of approval and rejection conveyed to Head of Immigration Office within 3 (three) working days from the date of request for approval or rejection is received manually and/or through Immigration Management Information System by Immigration Office.
Limited Stay Permit request process shall be completed within no later than 3 (three) working days from the date applicant received letter of approval or rejection from Head of District Office, conducted interview and paid immigration charge in accordance with statutory regulations.
In case of Limited Stay Permit process requiring immigration supervision, the length of process as mentioned in point (ii) is extended to 4 (four) working days.

Notes : 
This is based on Permenkumham No. 27 of 2014 concerning the technical procedures for granting, extending, refusing, canceling and expiring visiting residence permits, limited stay permits and permanent residency permits as well as exemptions from the obligation to have a residence permit. In the second part of the extension of the Limited Stay Permit Article 34 paragraph (2). Explained that the extension of the Limited Stay Permit as referred to in Article 25 paragraph (1) letter b and letter c is given by the Head of the Immigration Office, except for the fourth extension onwards the extension is given after obtaining approval from the Head of the Regional Office through the Head of the Immigration Division.

d. Limited Stay Permit with approval from Directorate General of Immigration is processed within no later than 14 (fourteen) working days with following details: 

Letter of approval request conveyed to Head of District Office within no later than 3 (three) days from submission date and be manually delivered and/or through Immigration Management Information System.
Letter of approval or rejection conveyed to Head of Immigration Office within no later than 3 (three) days from the date of request for approval or rejection is received manually and/or through Immigration Management Information System by Immigration Office.
Letter of approval or rejection conveyed to Head of Immigration Office within no later than 5 (five) working days from the date of approval or rejection request is manually received and/or through Immigration Management Information System by Immigration Office.
Completion of request for Limited Stay Permit renewal at Immigration Office is within no later than 3 (three) working days from the date of approval or rejection letter from Directorate General of Immigration is received by applicant and the applicant has conducted interview and paid immigration charge in accordance with statutory regulations.
